Why the first solution to economic deficits for politicians is always to cut down on health care spending?

Although Alberta is spending more with mixed results, would it be wise to cut the health care budget in the mist of the opioid crisis, the crowded emergency rooms, and the lack of mental health services and programs to name a few current issues?
